Yeah, I read what happens in The Sparrow sequel, and it all sounded like a big "no thanks" from me, with a dash of "Why was this even written?" I am content pretending that The Sparrow is a self-contained story.
As for the She Who Became the Sun sequel, the first book definitely can stand on its own in my opinion, but the second book has a lot to offer too, especially if you want more of the General Ouyang & Essen-Temur & Wang Baoxiang story line. (The "he" in He Who Drowned the World is Wang Baoxiang, actually.) Since I liked those characters the most, I was glad to see a lot more of them in the sequel. (That said, if Ma Xiuying was your favorite character...she's barely in it, and I was frustrated with how she got handled when she did appear.)
